This can be only an Event potion effect, usable only in PvE and outposts.
In PvP that glow is uses with the NPC creatures.

Event potion is a bad idea. It should be permanent, but disabled in PvP.

B-day isn't really a fair idea. It penalizes not only newer players, but mostly everyone who hasn't been around since the absolute beginning (assuming you mean 2nd b-day.) I think it should go along with a title for some great PvE-based goal. Perhaps beat every quest and mission/bonus/masters in all 3 chapters? In any case, rewarding people for spending their fifty bucks sooner probably isn't the best thing to do. I'm okay with minipets as skilled newer players can make the money to buy them, but this would be different.

It doesn't penalize anyone, wait their turn and their time will come soon enough. It's something extra special that people shouldn't be able to get just for doing a few quests and whatnot. And keep in mind it's not just having bought the game, it's having kept a character that long and a reward to commemorate everything you've done with it.

It's not like it's something new players will never get, like, the Bird helmet thingy. If I create a character today, in 2 years i'll get a glow.
It shows a commitment to the game and to a specific character. As far as titles go, well to use your argument against you, it's not fair. New people don't get it, nor do experienced people get it unless they work for a specific goal.
In a game where the highest level is 20 and can be reached in 3 days or less unassisted, and titles/15k armor can be flat out bought or even ran for you, there needs to be a bit more reward for the people that have been around longest. WOW, Knight Online, and most other similar games have lvl 70 caps or something that has inherent prestige. All we have is our word that we've got 99 skill points(levels after 20) and have been on for 2 years, and you know how trusting alot of us are online....

I don't want my Ranger or Necro running around like they have been playing in radioactive waste, it detracts from the details of your armor and weapons as well.
Super skills seem analagous to Celestial Skills, and if they were attainable by a certain experience only, then that not be very balanced, especially since PvP characters are often rerolled and don't have the experience numbers that PvE characters would have.

The auras, in my opinion, should be:
1) PvE only
2) A 2nd B-Day present
3) Available to all chars on the account as long as there is a 2 year-old char. (It's the player who is skilled, not the character)
4) NOT an item in inventory (like we have loads of storage) but an option in the armor interface (press I).
I think anyone could guess but just in case...

I still think my idea of NOT using the already existing "Monster Boss Cling-Wrap" and, instead, using a full body version of the "Divine Aura, a.k.a. Prophecies CE Emote Glow".
I hate the cling wrap, and would never wear it. Buuuut.... having a divine aura all over me might be.... invigorating.
Idiot: Yoo stoop1d n00b!
Me: Noob? I've been on this game for over two years!
Idiot: Oh y34h? Pr00v3 1t! n00000b!!!!111
Me: *Bursts into divine aura flames*
Idiot: *bursts into emo self-hate*
Oh how refreshing that would be..... On the other hand....
Idiot: 1 @m t3h 1337 00b3rd00d!
Me: What?
Idiot: y00 @r3 t3h n00b!
Idiot: *bursts into divine aura flames*
Me: *sigh* That figures....

I think it's something you'd tire of easily. The novelty value is high, but after day 3 do you still want to show it? If Anet thinks this is a cool idea, please give me a switch to turn it off, just like the helm and the cape.
